Philippines vs Pakistan: Comparing Outsourcing Destinations

The Philippines built a roughly $30 billion BPO industry over the last two decades and remains the default answer when people think "outsourcing." Pakistan is a newer but fast-growing alternative with a different cost and skill profile. Neither is universally "better" — the right choice depends on what you're hiring for.

Cost

Both countries offer significant savings over US/UK/AU-based hires, but Pakistan generally runs 20–40% below comparable Philippine rates for equivalent roles, particularly in admin, back-office, bookkeeping and IT/development. The Philippines' BPO industry is more mature and higher-volume, which has pushed wages up over time, especially in Manila and Cebu.

English proficiency

The Philippines has a long-standing edge here, shaped by decades of US cultural and educational influence — neutral, US-leaning accents are the norm in its BPO sector, particularly in voice/call-center work. Pakistan's English is strong in writing and generally good in speech, especially among university graduates in Lahore, Karachi and Islamabad, but accents lean more British/South Asian. For voice-heavy, customer-facing US roles, the Philippines often has an edge; for written communication, admin, back-office and technical roles, the gap largely disappears.

Time zones

Pakistan Standard Time (UTC+5) sits roughly between UK and Australian business hours with a workable night-shift overlap for US hours. The Philippines (UTC+8) is well-positioned for Australian hours and, with night shifts, for US hours too — this is one reason it became the default for US call centers. For UK and European clients specifically, Pakistan's time-zone overlap is generally easier to manage without a full night shift.

Skill mix

The Philippines is deeply specialized in voice-based customer support and call centers — it's where that industry scaled first, and the infrastructure and training pipelines reflect it. Pakistan has built particular strength in software development, IT, and back-office/finance roles, driven by a large computer-science graduate output and a strong freelance-tech culture (Pakistan consistently ranks among the top countries on platforms like Upwork for tech talent). Neither country is limited to these strengths, but they're a useful starting signal for where to look first.

Infrastructure and reliability

Both countries have mature BPO infrastructure in their major cities — established agencies in Lahore, Karachi, Manila and Cebu typically operate from offices with generator backup and redundant internet, which matters far more than it sounds for consistent night-shift coverage. This is a question worth asking any agency directly, in either country, rather than assuming based on country alone.

A simple way to decide

If your priority is voice-heavy customer support at scale, the Philippines' maturity in that specific niche is hard to beat. If your priority is cost-efficient admin, back-office, bookkeeping, IT/development, or UK-hours coverage, Pakistan is frequently the stronger and more cost-effective fit. Many businesses that scale internationally end up using both, matching each country to the role it's genuinely strongest in.
